Props: Yes on #1, #2, #4, #8, #10, #12 (No on #3, #5, #6, #7, #11

YES: Proposition (1) — Authorizes $4 billion in bonds for affordable housing (cost to state 170-million annually for 35 years).

YES: Prop (2) — Amends Mental Health Services Act to take $140-million annually of county mental health $$$ to fund “No Place Like Home” — a program to house individuals with mental illness.

NO: Prop (3) — Authorizes bonds to fund projects for water supply & quality. (Increases sate costs to repay bonds about $430 million per year over 40 years.)

YES: Prop (4) — Authorizes 1.5. billion in bonds to fund construction at children’s hospitals. (Increases state costs to repay bonds at $80 million over the next 35 years).

NO: Prop (5) Allows people 55 and over, when buying a new home, to transfer their property tax base on the old home to a new home valued greater than the price for which the old home sold. (Schools & local governments would lose over $100 million — $1-billion over time!)

NO: Prop (6) Eliminates certain road repair & transportation funding; repeals certain gas taxes. Makes it impossible for the state legislature to raise taxes on vehicles or gas — must go to a vote of the electorate.

NO: Prop (7) Gives legislature ability to change daylight saving time period by 2/3rds vote, if consistent with federal law. Year round DST, sunrises & sunsets, would occur 1 hour later Nov.-March; opponents argue later morning times will throw off circadian rhythms, disrupt needed sleep and be detrimental to public health.

YES: Prop (8) Regulates the amount outpatient kidney dialysis clinics charge for treatment. Prohibits clinics from refusing to treat patients based on payment source.

YES: Prop (10) Repeals state law that currently restricts the scope of rent control policies; allows communities to enact annual limits on rent increases; repeals Costa-Hawkins Act that allows landlords to raise rents as much as they want on buildings built after 1995 (or LA/1978; SF/1979) and set rents at market value when units under rent control become vacant.

NO: Prop (11) Requires private-sector emergency ambulance employees to remain on-call during work breaks; eliminates certain employer liability.

YES: Prop (12) Establishes minimum requirements for confining certain farm animals. Prevents veal calves, mother pigs and hens from being crammed inside tiny cages their entire lives.

State Supreme Court Justices & Appellate Justices: The LA Times recommends YES on retaining all of them, though I voted NO on Justice Carol Corrigan because she was one of three State Supreme Court justices who voted against same sex marriage.

Santa Monica Ballot Measures

SMS (YES): $485 million bond measure to improve, repair and modernize outdated classrooms, science labs, libraries, instructional technology, etc.

SM: (YES) Amends the Santa Monica City Charter to require, for period of 10 years, the votes of at least five of seven council members to change the Land Use and Circulation Element or Downtown Community Plan to increase maximum height limit or floor area ratio (except for 100% affordable housing and school district property).

TL (YES): Amends the Santa Monica City Charter to prohibit any city council member from serving more than three terms, consecutive or not, effectively limiting terms to 12 years.

RR: (YES) Amends the Santa Monica City Charter to change the eligibility requirement for service on the city’s library board, personnel board, and airport commission from “qualified elector” to “resident” of the city.
